Q. Who can use the CTS program?
A. Any Carlisle resident may use the services of Flow Transportation (978) 602-5606 at prices that have been contracted through the town. However, only those who are disabled (temporarily or permanently) or who are age 60 or over are eligible to purchase discount vouchers through the Carlisle Council on Aging.
Please note: Flow Transportation is a livery service (not a taxi firm) and requires at least 48 hours (or more) advance notification to book a ride.
Q. How do I purchase discount vouchers?
A. Following completion of a one page registration form, eligible disabled or elder residents may purchase the discount vouchers in the COA office at Town Hall. Download the registration form here.
Q How much do the vouchers cost and what can they be used for?
A. The price for each voucher is $3. Vouchers may be used to pay for a one-way trip provided by Flow Transportation Services. The number of vouchers used will determine how far you may go. Trips must begin or end in the Town of Carlisle.
Please note that Carlisle Transportation Services vouchers have no cash value and are nonrefundable. They are redeemable only as full payment for a qualified, one-way trip with Flow Transportation Services, LLC (multiple stops may be additional and, as with waiting times, must be arranged directly with the program vendor, Flow Transportation). Vouchers are non-transferable and may not be given to anyone else. They must be used by the person under whose name they were purchased. Lost vouchers are the responsibility of the owner; they will not be replaced.
Q. How far does Flow Transportation Services go?
A. The Town has contracted with Flow Transportation to provide services within about a 30 mile radius, including Boston. Information on trips beyond 30 miles, or trips to or from the airport, which are handled separately, may be obtained directly through Flow Transportation.
Q How much do the rides from Flow Transportation Services cost?
A. The cost depends on the destination, obviously. However, it also depends upon whether one pays the regular (non-discounted) pricing shown below in the center, or is eligible for a discount (those who are disabled or older) by purchasing and using COA/CTS Vouchers. Trips within Carlisle itself at the non-discounted price are $9, however, the discounted price is one ticket, which costs $3.

Q For those who have a disability or are over age 60, can someone come on the trip with me or will they need a separate voucher(s)?
A. Through CTS two people can go on a trip together, sharing vouchers, if they are leaving and returning from the same location. Any passenger numbers greater than two must use their own vouchers. Minors and folks needing physical or other types of assistance may travel with an assistant/escort. Those assistants/escorts may accompany riders free of charge.
Q. Can I use a credit or debit card to pay for my vouchers or for rides through Flow Transportation?
A. No, at present only cash or checks are accepted as payment through the Council on Aging. Please have exact change for the number of vouchers you wish to purchase or write a check. Flow Transportation also accepts only cash at this time
